Supervise and report to management for all maintenance activities related with instrument and control systems, optimize resources, and perform technical analysis as well as provide engineering expertise in order to ensure equipment availability and reliability for achieving safe operations in line with best world class practices and standards
Responsibilities
Provide support to operations and maintenance teams for equipment testing, troubleshooting, routine equipment surveillance and start-up activities, liaise with Mechanical and Electrical teams and establish a seamless integration between operation and maintenance teams to ensure compliance to the planned maintenance activities
Supervise and coordinate maintenance activities with other departments and sections to optimize the utilization of section manpower and to plan and control the major & minor complex non routine activities to increase equipment uptime and optimize expenditures
Review preventive maintenance plans / schedules and prepare task list / maintenance programs for instrument and control systems and equipment in the plant and supervise the execution of such programs in an efficient and cost-effective manner
Approve/Endorse and ensure that Permit to Work and associated certificates are according to company safety procedures and guidelines in addition to supervising and coordinating all maintenance activities performed by contractor personnel
Provide technical support for the execution of critical maintenance activities and chronical problems, to the equipment to ensure that the problems are resolved with minimum down time
Evaluate, allocate and arrange the manpower requirements for daily preventive, break down and shutdown maintenance plans, conduct site visits to inspect and ensure the work progress and quality/safety of the running maintenance activities in compliance with the set maintenance procedures and company safety rules
Assess the workload, backlog and the work plan and coordinate with relevant teams to complete the work plan, monitor and arrange the resources for the effective compliance to the agreed work plan
Monitor, control and ensure that the required material, spares, consumables and tools are in high quality and quantities to ensure continuous availability
Create new proposal for stocking spares (PFS) mainly for new equipment, create item change request, spare parts control, and delete unwanted inventories from the stock
Conduct and implement root cause analysis of equipment failures and non-scheduled shutdowns and recommend problem resolutions
Study and carry our residual life assessment of critical instrument and control equipment and suggest corrective action
Supervise and provide input to prepare and track the forthcoming major maintenance, upgrades and obsolescence issues to integrate with the divisions 5 years rolling business plans
Identify equipment obsolescence threats and develop recovery strategies to ensure timely action
Supervise and provide technical support for development, implementation and commissioning of new projects in the technical design and specifications to optimize costs and ensure compliance with applicable standards and best practices
Participate in defining the technical requirements, technical bid evaluation and inspection of materials on receipt to ensure the right specifications are met
Initiate, Administer, control and monitor various contracts for services/manpower, follow-up on the performance of contractors and recommendation of renewal or recruitment of new contractors, for effective maintenance of the systems at optimum level
Requirements
Bachelor Degree in Instrument Engineering, Electronics or equivalent relevant degree
At least 8 years of experience ad in-depth knowledge in relevant oil & gas facilities maintenance
